24th Meeting of ERERA’s Consultative Committees of Regulators and Operators (CCRO)
Cotonou, Benin — October 21 – 22, 2025
The 24th session of the ERERA Consultative Committee of Regulators and Operators (CCRO-24) focused on advancing the operationalisation of the ECOWAS Regional Electricity Market (REM).
ERERA presented key regulatory documents for joint review and recommendation by regional stakeholders, including the Regional Transmission Tariff Methodology (RTTM), Regional Transmission Tariff Application Procedure (RTTAP), Market Fee Procedure, Procedure for Authorisation to Participate in the REM, and Procedure for Attestation of Compliance.
The meeting highlighted significant progress in tariff harmonisation, cost allocation principles, and the development of transparent market participation and compliance frameworks. Participants discussed the Average Participation Method (APM) for transmission cost allocation, the Inter-TSO Compensation Mechanism, and measures to ensure the financial sustainability of the regional market institutions through standardised market fees.
Further deliberations of the participants focused on establishing an independent Regional System and Market Operator (RSMO) to enhance governance and efficiency in regional electricity trade. They reaffirmed their commitment to supporting ERERA’s regulatory efforts and strengthening cooperation toward a fully functional regional electricity market.
At the close of the meeting, participants unanimously adopted recommendations for ERERA’s Regulatory Council to approve the proposed regulatory documents following the incorporation of comments and feedback.
