The workshop was aimed at supporting the institutional and capacity development of West African energy regulators. Topics treated included review of basic regulatory principles, cost of capital, risk assessment, data collection and dissemination of information, asset depreciation and uniform system of accounts.
The workshop brought together several national regulatory bodies and Ministries in charge of energy of ECOWAS Member States.
The study aims at giving advice and recommendations on each item to be included in the agreement for improving the current contractual framework. During the meeting the Consultant presented his methodology for the study which was agreed upon by all parties present. The commercial framework would essentially be based on three pillars:
The Forum brought together the stakeholders in the electricity sector of the Member States of ECOWAS, namely the representatives of the Ministries in charge of Energy, the national regulatory authorities, the electricity utilities, allied regional and international institutions and development partners.
