ERERA_AfDB Regional Harmonization of Regulatory Frameworks and Tools for Improved Electricity Regulation in ECOWAS (RHFTIERE)
First Stakeholder Consultative Meeting – Dakar – Senegal | 22–25 September 2025
The first stakeholder consultative meeting of the Regional Harmonization of Regulatory Frameworks and Tools for Improved Electricity Regulation in ECOWAS (RHFTIERE) project was successfully held at Hôtel Le Ndiambour, Dakar, from 22 to 25 September 2025.
Organized by ERERA with the support of the African Development Bank (AfDB), the meeting brought together national regulators, power sector operators, regional institutions such as WAPP and ECREEE, consultants, and AfDB representatives.
During the four-day event, participants officially welcomed the consultants to the Tariff and Performance Working Group (TPWG), reviewed methodologies and proposed deliverables—including harmonized performance indicators, tariff comparison tools, a regional energy database, and an investment risk study—and agreed on processes for data collection and sharing.
The meeting concluded with key outcomes, including the establishment of a permanent coordination framework, validation of methodological approaches, adoption of a joint data-sharing plan, and the development of a roadmap to guide implementation and upcoming reviews.
Stakeholders affirmed that this first consultation marked a decisive step toward ensuring regional ownership and coherence in regulatory harmonization, while strengthening the role of ERERA and the AfDB as catalysts for a transparent, sustainable, and integrated West African electricity market.
