25th CCRO Meeting Advances Governance Reform for the Regional Electricity Market

Dakar, Senegal | 29 September – 1 October 2026

The 25th Joint Meeting of the Consultative Committees of Regulators and Operators (CCRO-25) was held from 29 September to 1 October 2026 at Le Ndiambour Hôtel et Résidence in Dakar, Senegal, bringing together electricity regulators, operators, ministries and regional institutions to advance governance reforms for Phase 2 of the ECOWAS Regional Electricity Market (REM).

The meeting examined the proposed institutional architecture and draft legal instruments for the reformed market, with discussions focusing on the respective roles and responsibilities of the ECOWAS Regional Electricity Regulatory Authority (ERERA), the West African Power Pool (WAPP), and the proposed Regional System and Market Operator (RSMO).

Opening the meeting, the Acting Chairman of ERERA, Mr. Charles Ndiaye, and the President of Senegal’s CRSE, Mr. Ibrahima Niane, highlighted the importance of governance arrangements capable of supporting a more integrated regional electricity market, increased transactions and stronger coordination and oversight.

Participants reviewed the draft Supplementary Act, revised ERERA Regulation and proposed governance arrangements for the RSMO. Key issues included the composition and impartiality of the Council of Regulators, the RSMO’s legal status and operational independence, participation of non-ECOWAS countries, institutional financing, market fees and alignment of the proposed instruments with the Regional Electricity Market Codes.

A significant part of the discussions focused on the transition from WAPP’s Information and Coordination Centre (ICC) to the RSMO. Participants emphasized the need for a clearly defined legal and operational transition that safeguards continuity while addressing matters relating to staff, assets, data and existing contractual arrangements.

The meeting also reviewed a consolidated matrix of comments on the draft instruments. The meeting endorsed the governance options and draft texts under consideration, subject to incorporating the agreed proposals. The texts and comment matrix will subsequently be revised with the support of ECOWAS legal services and circulated to participants for written comments before progressing to the next stages of review by the ECOWAS statutory bodies.

25th Meeting of ERERA’s CCRO therefore marks another step in the ongoing efforts to establish an effective governance framework for Phase 2 of the ECOWAS Regional Electricity Market, supporting deeper regional electricity integration, enhanced market coordination and sustainable cross-border electricity trade.
