AFD ERERA Task Force Meeting (21st to 24th October and 4th to 6th November 2024)

As part of the ECOWAS Regional Electricity Market (REM) development, ERERA received technical support from the French Development Agency (AFD) to: (i) update its 2021-2025 Strategic Plan, (ii) assist with the operationalization of Phase 2 of REM, and (iii) develop a capacity-building program for stakeholders in the West African electricity sector.

AFD’s consultant developed draft Terms of Reference (ToRs) for:

  • Monitoring ERERA’s Strategic Plan implementation for Phase 2 of REM
  • Designing a Center of Excellence for West African regulation
  • Establishing a Technical Working Group for energy transition regulation tools.

To ensure effective implementation and monitoring, ERERA formed a Task Force composed of resource persons from key institutions, including:

  1. Public Utilities Regulatory Commission (PURC) of Ghana
  2. Energy Commission of Ghana
  3. Nuclear Energy Agency
  4. AfDB’s Energy Financial Solutions, Policy, and Regulation Department
  5. Cluster Industriel Electrique d’Algérie
  6. SONELGAZ (Algeria)
  7. Commission de Régulation de l’Energie (France)
  8. Nuclear Energy Institute (USA)
  9. Transmission Company of Nigeria (TCN)
  10. Ecole Doctorale des Sciences de l’Ingénieur, Université Abomey-Calavi (Benin)
  11. Centre for Economic Policy & Development Research, Covenant University (Nigeria)

The Task Force’s main goal is to finalize the ToRs and oversee the studies and outcomes. Regular meetings—both virtual and in-person—will be held for this purpose. The first two sessions were scheduled as follows:

  • October 21-24, 2024, Accra, Ghana
  • November 4-6, 2024, Abidjan, Côte d’Ivoire

The First Session of the Taskforce Meeting was a Hybrid Meeting from October 21 to 24, 2024, in Accra, Ghana.
